Additional Information
I trained in Manchester Medical School achieving the Degrees of Bachelor of Medicine, Bachelor of Science and Bachelor of Surgery in 1984. I then moved to Canada where I achieved Royal College of Physician Standing in Paediatrics and General Medicine before moving into the surgical specialties where I achieved Royal College Standing in General Surgery and then Royal College Certification in Plastic Surgery. I was a Fellow in the Hospital for Sick Children in Toronto as well as Fellow in McMaster University in Hamilton, Ontario. I then was a consultant for three years in Prince Edward Island on the East Coast of Canada before moving back to Great Britain where I was a Fellow at St James’ Hospital in Leeds in hand surgery and then a year as a Senior Registrar in Hull. I passed the Royal College of Surgery exam with a Specialist Certificate in Plastic Surgery in September 1998 and am a fully accredited Plastic Surgeon on the Specialist Register at the General Medical Council. I am an Examiner for The Royal College of Surgeons of Edinburgh at MRCS level in General Surgery as well as Anatomy. I am on the panel for accreditation and development of MRCS OSCE questions at The Royal College of Surgeons of England. I am a full member of BAPRAS.
As of March 2020, I became a full-time Emergency Department physician currently working in North Tees Hospital as an Associate Specialist in Emergency Medicine with recognition from the Royal College of Emergency Medicine granting me full membership MRCEM.
I have extensive experience in the assessment, prevention, and management of complex pressure ulcers and tissue viability.
From 1995 to 1998, I served as the Lead Consultant in Plastic and Reconstructive Surgery for the Prince Edward Island Health Service in Canada, with a specific remit for complex wound care and tissue viability. In this role, I was responsible for the island’s regional delivery of care for patients with chronic wounds, pressure injuries, burns, diabetic ulcers, and post-surgical wound breakdowns. I developed and implemented multidisciplinary wound care protocols across hospital and community settings, collaborated closely with nursing leads in home care, and introduced early-stage pressure ulcer prevention strategies including staff education, debridement techniques, and pressure offloading. My work included leading clinics in Charlottetown and Summerside, acting as the principal consultant for hospital inpatients, and supporting palliative care and long-term care facilities with tissue viability challenges. This experience formed the foundation for my enduring clinical interest and leadership in tissue viability, which I have continued throughout my UK practice.
I was the lead Tissue Viability Consultant for North Tees Hospital between 2003 and 2007, overseeing multidisciplinary wound care, pressure ulcer grading, and strategic trust-wide implementation of preventative protocols. Since 2024, I have continued to support the Tissue Viability service in the Emergency Department at North Tees Hospital, contributing to clinical decisions in acute wound care, pressure sore triage, and early debridement strategies in vulnerable patients.
In 2014 I attended the full course Cardiff University Bond Solon certification for Experts.
I have been a member of the Medical Advisory Committee in Hospitals in Canada and the UK, both privately and in the NHS. I have been present at the discussion of Practice Privileges and have been privy to changes in policy within hospitals that practice privilege rules and regulations. I am fully competent and aware of the requirements according to the appropriate Acts and good medical practice under the General Medical Council with regards to hospitals. However, having said that, every hospital is different, they have their own rules and regulations and I can merely only comment on the best practice privileges and not on any legal precedence or legal positions.
I supply reports on all aspects of Medicolegal cases, from personal injury claims to clinical negligence claims relating to adults and children.
I report on approximately 250 medicolegal cases every year, with a ratio of 50:50 Claimant:Defendant and joint reports around 10 – 12 times per year

In the UK, surgeons traditionally revert from Dr back to Mr, Miss, Mrs or Ms — a custom dating back to the 18th century, when surgery separated from medicine and was practised by barber-surgeons rather than physicians. The title Mr became a badge of honour to distinguish qualified surgeons from barbers.
Dr Paul Baguley prefers to use Dr — reflecting his dual background as both a Consultant Plastic & Reconstructive Surgeon and a Senior Emergency Physician. The title aligns with modern international medical standards and avoids an outdated distinction rooted in the barber-surgeon era.
No, but you do need to understand the law as it relates to medicine. After decades in clinical and surgical practice, I’ve trained specifically in legal standards — Bolam, Bolitho, and Montgomery — so that my medical opinions meet legal tests of proof and reasoning.”
Not always. Sometimes my report confirms that treatment met the expected standard. Objectivity cuts both ways — it’s about clarity, not blame.
“Yes — very much so. I’m proud to remain a senior doctor in Accident & Emergency For the NHS, as well as continuing to practise as a Consultant Plastic and Reconstructive Surgeon. I absolutely love what I do. Working throughout the Covid pandemic alongside my colleagues on the frontline changed my outlook: it grounded me. My practice is broader now — I see the whole patient, not just the operation. Having always been a generalist at heart, I’m back doing exactly that, and it’s made me a more balanced and understanding expert.
When I’m not in the hospital or writing, I’m usually out on my bike — a self-confessed MAMIL (middle-aged man in Lycra). It’s my thinking time, my way of clearing the head after long hours of detail and evidence. It also reminds me that endurance and balance apply to life as much as to medicine.
Yes — I run for the MS Society. It’s a cause close to my heart, and training for events keeps me focused and grateful. Running gives perspective; every mile reminds me why rehabilitation, recovery, and determination matter just as much outside the courtroom as within it.
